This program is designed specifically for elderly and/or adults needing a safe, nurturing, stimulating and enriching atmosphere. These services are available as a community resource to assist primary caregivers.
The goal of the Child Development Program is to provide a safe, loving environment for children and to ensure that all children are healthy and ready to learn when they enter the public school system. All centers are 5-Star centers and have superior sanitation ratings.
The services of the Weatherization Assistance Program reduce your energy costs by improving the energy efficiency of your home. In fact, these services reduce the average annual energy costs by $300 per home.
The Home Delivered Meals Program is funded through the Home and Community Care Block Grant (HCCBG). The Home Delivered Meals Program provides a nutritious meal to persons who live in Caldwell County.
Head Start is a federal program for children from low-income families. The Head Start program is operated by local non-profit organizations in almost every county in the country. Children who attend Head Start participate in a variety of educational activities. They also receive free medical and dental care, have healthy meals and snacks, and enjoy playing indoors and outdoors in a safe setting.
Congregate Nutrition provides opportunities for older adults in Caldwell County to be socially, physically and mentally active. There is no charge for the meal, but a voluntary contribution is invited.

The Foster Grandparent program provides one-on-one mentoring, nurturing, and support to children with special or exceptional needs, or who are in academic, social, or financial disadvantage.

This program provides services for those persons with inadequate or no heating system or air conditioning. This program is associated with the Weatherization Assistance Program.

All Center for Workforce Inclusion participants are at least 55 years old and have a family income less than 125% of poverty ($14,713 for family of one). Of the 67,356 SCSEP participants during the year ending June 30, 2015:
88% had family incomes less than 100% of federal poverty guidelines;
48% were from a racial or ethnic minority, 65% were women, and 18% had at least one disability;
31% were 65 or older, including 5% who were 70 years or older;
19% had less than a high school diploma; and
13% were veterans or qualified spouses.
